POLICIES

The Foundation must decline many requests for funds each year for one or more policy reasons. While the Foundation continually reassesses its grant program, it does have established policies to guide the Board of Directors in allocating its donations. Organizations desiring to obtain a grant may determine their eligibility for consideration by reference to these policies. They are:

  1. Grants are confined to the support of nonpartisan, non-profit organizations that are operated in the public interest and have tax-exempt status as charitable organizations granted by the Internal Revenue Service and the states in which the respective organizations are incorporated and/or engage in activities.

  2. The Foundation makes grants only to organizations operating educational, medical services and medical research facilities in the states of Arizona, Nevada and California.

  3. Grants are not made to governmental agencies or subdivisions.

  4. Grants are not made to sectarian or religious organizations whose principle activity is exclusively for the benefit of their own members.

  5. Grants are not made to organizations soliciting funds in support of projects or programs operated by organizations other than the applicant.

  6. Grants are not made for expenditures before the recipient incurs and makes such expenditures, and, in the absence of compelling circumstances, the Foundation does not make grants to recipients to liquidate or reduce previously incurred obligations or operating deficits.

  7. No grants or loans are awarded or made to individuals for any purpose. Grants are not made for scholarships, student aid or medical assistance. Grants may be made to organizations that provide scholarships, student aid or medical assistance when the organization selects recipients in conformity with accepted standards.

  8. The Foundation does not participate in the administration of programs that the Foundation funds through the award of the application.

  9. The Foundation does not fund or underwrite:
    • Galas or gala-like events, testimonial or fund-raising luncheons or dinners, advertising in programs, or similar fund-raising activities;
    • Organizations that in turn make grants to others;
    • Purchase of uniforms, equipment, or trips for school related organizations or amateur sports teams;
    • Honoraria for guest speakers or panelists;
    • Charities operated by service clubs; or
    • Educational Seminars.

  10. The Foundation will not consider applications from an organization that has received a multi-year grant from the Foundation until all payments of the initially approved grant have been made and concluded.

  11. The Foundation will not consider either Letters of Intent or formal applications from an organization more frequently than once every 12 months, whether the previous letter or application was approved or denied. The 12 month period begins as of the date of our approval or rejection letter.

  12. The Foundation will not grant funds, directly or indirectly, or permit grant funds to be used, for payment of professional fund-raising fees to outside organizations or individuals.

  13. When the Foundation considers a grant to an organization, 100% of the grant money must be used for the purpose stated in the application. No fees for overhead, asset management, fundraising costs or percentages to development personnel may be taken out of the grant money. If it is the formal position of an organization that some percentage of grant monies is always deducted for some purpose other than what is stated in the application, the grant will be denied.
